If withInPerson signing is enabled, are the "email.activate" emails sent out?

I'd like the give the user the option to either sign in-person or remotely. We will be using the "email.activate" emails to send out the invitation emails for remote signers. I'm wondering if these emails will also be sent out to the signers if I configure withInPerson to true (when I generate the signing package). I'd prefer if these emails were not sent to them for a better user experience, but I still need them for the remote option.
