in person signing

In sandbox, with classic UI, I created the package with 'in person' signing enabled, from desktop, I can see the 'in person' dropdown showed in the signing ceremony, but in mobile device, I don't see the dropdown. is it as expected?

Do you mean to do in-person signing in Mobile Signing Ceremony (MSC)? Below is a screenshot at my end:
The change signer option is hidden at the "Actions" menu on top right.

Did you access the signing ceremony from the "Go to Document" link from the email received by signer? Why I am asking is because in-person signing can be either in-person and remote signing:
(1)If you access the signing ceremony from the sender's dashboard, or from a link contains the sender's authentication token, this will be considered as an in-person signing.
(2)However, if you access the signing ceremony from signer's email, it will be considered as the remote signing scenario. The idea behind it is, only sender can kick off the in-person signing.
