Although I didn't find it documented officially, below are some of my findings:
For the latest Android SDK version 3.7, in its "build.gradle" file, it says "minSdkVersion 19" which points to Android 4.4
For the latest iOS SDK version 4.2.2, its deployment target is iOS 9.0
We can also raise the question to R&D team and ask for a more official answer.
