how to get email in french locale

I tried to get email in French locale, but it seems not successful for me. I create package via API, in the package level, locale=fr, in the signer levle, locale =fr as well, but I still don't get email in French.
Another thing is email locale based on which level of locale? package level or signer level?

Email locale is based on the signer level language setting. There are two places to check:
(1)Retrieve the package JSON, and check against your creation JSON
(2)if you are expecting an activation email, check the "email.activate" template in the backoffice to see if a French template has been set.

I did more testing, and found out that create package (package level locale=fr, not setting any signer level locale) with 2 signers, 1 signer is my cibc email which is already owner account in the system, and the other signer is my hotmail email. Surprisingly, I got English email from my cibc mailbox, but French email from my hotmail.
from my experience, it seems if the signer who already registered in the system, it will get English email no matter which locale we set, if not registered, it will gets the locale we set
please advise.

Your observation is correct. If a person is already a sender in the OSS system, the person's signer language will be determined by the preference set in the sender profile:
GET /api/account/senders/{senderID}, the "language" attribute from the response.

In terms of the signer language, sender settings > signer level settings > package settings
Yes, just need to log onto the sender's portal, (1)for classic UI, choose the language from the dropdown from the top of the screen, right beside the sender's email (2)for new sender UI, hit the earth icon on top right of the screen

That's exactly what I meant. For backoffice, we can only specify the language for the account default value, so that all newly invited senders will inherit this value, but this won't affect existing senders.

from what my experience, it's more make sense to take priority as signer level settings > package settings >sender settings .

today I did more testing and found out the following resource locale is based on sender's reference, not based on signer's locale
Scenario:
in the sender UI (old), login and select English locale to create the package, in the create package, I chose "french" as locale, and send the package to one signer.
when signer received SMS, the wording (from sms.template.passcode) showed in English and i expected to have French.
sms.template.passcode (en)
could you please advise?
