Without an enhancement request is it possible to restrict a group of users to only be able to select a template and not allow them to upload documents?
Unfortunately, currently it's not possible to restrict a sender from uploading documents in the sender portal. You'd need an integrated solution, and of course we can raise it as an enhancement request.
