If you are trying to find a way to bulk manage layouts, I have a "layout management tool" helping ad-hoc users to do so. Kindly have a try and let me know if this works for you.

we just tried on-prem v11.25, and we can successfully delete the layout in the owner account from backoffice. but as you mentioned, it can't be done, so I am a bit confused now.

Sorry about the wrong information provided above! I just confirmed with our support team and be informed that you should be able to delete layouts from the backoffice. So if you can do so successfully, it's expected.
