Optout/Decline behavior different from classic UI and mobile

I have a question regarding Optout/Decline, we tested for current behavior in v11.25 as
Classic UI (desktop): if signer decline/optout the package, it will redirect to login page.
Mobile: if signer decline/optout the package, it will show the message ‘Transaction has been declined Thank you!’
Why classic UI has different behavior from Mobile? How can we apply Mobile behavior to Classic UI? In classic UI, we don’t want to redirect to login page, where is the setting for that?

From my understanding, to redirect to handover URL is the expected behavior (the behavior in desktop signing ceremony), whereas this function is lacked in mobile signing ceremony. And if your package didn't specify a handover URL, the default value is the login page.
If you want to provide a static page, once a recipient declined a transaction, information associated to this event will be part of the URL parameters, which looks like:
https://your_handover_url?package=T840KlFsIeC--LqGu9O9Enp9T6I%3D&signer=Signer1&status=PACKAGE_DECLINE
So that your application can handle it differently than the PACKAGE_COMPLETE scenario.
