I know that SMS is considered two way authentication but is QnA considered to be the same?

Hi Lori,
Technically, there are multiple factors of authentication with #1 the access to the email account and #2 ability to answer questions. But you should probably refer to your legal department to see if that satisfies any mandate around that.
On top of SMS or Q&A, OneSpan Sign also offers extra options to allow for further authentication with KBA or signer SSO.
