As stated in the eSignature Legality Guide, in terms of data residency:

As cloud adoption continues to grow, there is a need to ensure that data is protected and complies with an organization’s local data residency and data protection laws. Currently, OneSpan maintains four instances of its e-signature service – one each in the U.S., Canada, the EU (Ireland, Germany), and Australia.
