custom field description - not working

I have custom field added. i want my clients to see description on when they mouse over that filed . is my expectation incorrect?

I can see why you would expect that to be the case. Unfortunately, it doesn't seem to be so. The behavior you're seeing is the same in the old and new UI. You could definitely post this in the enhancement ideas forum.
