Generate Client ID and Secret

I have a business account that all users delegate into and now they want to use it to send transactions via an integration.  The challenge is that no one can ever log into the business acount so when we generate the client app ID and secret they are assigned to the person who delegated into the service account and NOT the actual account.  Is there a way to generate them using the API so I can "be" that person and get some created?
