Do you mean this package "OneSpan Sign for Salesforce"?
If this is what you meant, this package is actually for the out-of-the-box OneSpan Sign for Salesforce connector (guide here), where it offers a UI dashboard to create and manage e-signature transactions.
Hence, you don't need to install it if you are implementing your own integration with OneSpan Sign APEX sdk.
