User limit error when attempting to elevate a "Member" to a "Manager"

Hello, We are getting a red error message in the UI when we attempt to elevate my eSignLive user account from a "Member" to a "Manager" that indicates we've exceeded our user limit. From what I can see, we have a license that lets us have 15 active users. We currently have 16 total users, with 1 user currently being inactive. My user is currently active, but it is set to "Member" level privileges - does anyone have any idea why we would receive this message when trying to elevate my user's access? Thanks! Nick

We were able to get my user elevated to "Manager" after we deleted on of our unused users. We now have a total of 15 users (14 active, 1 "locked"). Kind of interesting that we were able to create me as a user, but only got the user limit warning when trying to elevate me from "Member" to "Manager".
